USDOS Alert:  Kyrgyz Adoptions Appear Stalled

The Department of State recommends adoptive parents and agencies exercise caution in pursuing an intercountry adoption from Kyrgyzstan. A number of prospective adoptive parents have reported that their cases are not being processed. The U.S. Embassy has requested official clarification, but no formal announcement has been made.

According to local experts, few if any cases are being processed at this time. Further, the government of Kyrgyzstan appears to be making moves to strengthen its internal controls of and develop new legislation on adoptions. It has been reported that Kyrgyz citizens may have been denied the opportunity to adopt during the past year, even while some intercountry adoptions by non-citizens were being approved. At this time it is not clear what action will be taken on pending cases or if the Government of Kyrgyzstan will accept any new cases.

USDOS Statement:  Nepal to Resume Intercountry Adoption

November 2008

As of this update, the Government of Nepal has not yet resumed processing intercountry adoptions. It is expected that the Ministry of Women, Children and Social Welfare (WCS) may begin accepting applications in January 2009; however, many procedures remain to be implemented at the Ministry and local levels before adoption processing can officially resume.

In preparation for the resumption of intercountry adoptions, on October 25, 2008, the WCS published a list of 58 international adoption agencies that it has accredited to work in Nepal. Among the list are 32 U.S.-based agencies. U.S. prospective adoptive parents who are considering an adoption from Nepal should work with one of these approved agencies. The agencies are listed below in alphabetical order.

Nebraska Legislators Evaluate Safe Haven Law

State legislators in Nebraska are meeting in a special session Friday to evaluate the state’s safe-haven law. The measure was meant to protect infants. However, more than half of the 33 children legally abandoned under the law since it took effect in mid-July have been teenagers. Arkansas Voters OK Unmarried Foster, Adoption Bans

Little Rock, Ark. (AP) – Arkansas voters have approved a measure banning unmarried couples who are living together being adoptive or foster parents.  The vote imposes a ban that the Legislature balked at authorizing.

More than 56 percent of voters supported the ban, said by its proponents to be aimed primarily at keeping gays from becoming foster or adoptive parents.  The measure’s sponsor, the Arkansas Family Council, tried to paint it as a battle against  “a gay agenda.”  More Here
