		<description>Bravo to you Rachel.  This proposed bill has been long in the works, dating back to at least 1995.  What they want to do is eliminate the definition of an orphan in the INA and the intent of the law, which was that international adoption&#039;s goal was to find a home and a family for a child without a home and a family.  The goal was NOT to find a BETTER home and family for a child that already had a home and a family.  As you pointed out, above, under the provisions of the proposed bill, any American could justify virtually any child anywhere who lived in less prosperous circumstances than the adult as an &quot;adoptable child.&quot;  Heck, I bet even in France or other Western countries, you could find SOME child SOMEWHERE whose living and family conditions were less fortunate than your own and, using the provisions of this bill, it could be your lucky day!  You&#039;ve identified this as what it is - a noble-sounding attempt to find homes for homeless children that will end up spawning an endless spiral of adoption fraud that will, in the end, result in fewer children being adopted, as foreign countries, sick of and embarrassed by the scams, close their doors to greedy, ignorant Americans.  Then, children who REALLY ARE orphans will be left without the possibility of homes and families.  Good luck on bringing this bill down!</description>

Your comments regarding the intent of a policy vs its implementation are spot on.  Unfortunately, in my experience anyway, plenty of people involved in adoption seem to justify bad implementation with that good intent.</description>
