An independent voice for ethical adoption
On February 15, 2006 the Department of State released the Final Regulations for the implementation of the Hague Adoption Convention in the United States.
Ethica welcomes the release of Regulations, which are an important step forward in implementing the Convention. It is estimated that the Convention will enter into force for the United States in late 2007 or 2008. There are many steps to be completed before that happens, including the accreditation of adoption agencies and approved persons.
While we are pleased that the Regulations have finally been released, Ethica has serious concerns about some of the provisions in the Regulations which we believe fail to protect children and families.
A summary of the positive and troublesome provisions of the Regulations appears in the first pages of our comments. The summary is followed by extensive comments.
