Inter-country adoption bill pushed in the Philippines

Partylist lawmakers pushed Saturday for the approval of their proposed measure, which seeks to strengthen the rules governing inter-country adoption of Filipino children, to spare such adoption from being exploited by syndicates engaged in human trafficking.

CIBAC Party-list Reps. Cinchona Cruz Gonzales and Emmanuel Joel J. Villanueva pushed for the passage of House Bill 6964 even with just three session days left before Congress adjourns to give way to this year’s election.

The measure, they believe, will protect especially neglected children from abduction, sale or trafficking.

It seeks to strengthen Republic Act 8043 or the law establishing the rules on inter-country adoption — by making it more responsive and updated with the concept of international adoption — and promote the welfare of Filipino children.

Villanueva said RA 8043 was enacted under the guiding principles of the Hague Convention on Protection of Children and Cooperation in Respect of Inter-Country Adoption.

“Its primary purpose is to establish a standard process which ensures that inter-country adoption of a child is determined to be in the child’s best interest, and that steps are taken to prevent abduction, sale or trafficking of children,” he said.

The solon said to provide opportunities for growth and development to an abandoned child, efforts must be exerted to immediately place the child under the care of an adoptive family in the country.
