Kazakhstan is not a member of the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (Hague Adoption Convention). Adoption agencies are not recognized in Kazakhstan. Current Kazakhstani law does not recognize any intermediaries that would represent the parents and act between prospective adoptive parents and children. However, foreign prospective adoptive parents can have assistants, such as interpreters or lawyers, who help them through the adoption process.
